What do I put in the brooder so that they don't get retarded legs?

I use wood shavings from a local sawmill. I put it about 2 inches thick

Depends on what kind of floor your brooder has.

My brooder has a plywood floor, they could just walk on the wood but its easier to rake the wood shavings out than to scrape the droppings off the wood.
