broody again!

My BR is broody again.she just came out of it 2 weeks ago.now its back.It took over 2 weeks the last time.Is it normal,to happen so soon?.She is 9 months old.It causes a lot of turmoil with the other 2 hens,because she won.t leave the nest so that they can lay.there are 3 nests in there,but of course they want the same one.????????????????
