Broody Hens.. Need Help, Firt Time hatching eggs!!!

I have 4 hens.. the 2days ago i noticed that one of my hens was sitting on her eggs. one of the other hens kicked her out of her laying box so she could lay an egg (broody hen waited in the box with the other hen

) and then as soon as the other hen lift she was happy again.. this norning i noticed hat the hen who kicked the broody out of her nest was now sitting on the broody's eggs and the broody hen has moved to another laying box and is currently sitting on no eggs but hasnt left the coop yet.. i dont know what to do with this situation.. HELP please..

Is the mean one broody or not? If not, move the eggs she is under to the broody's new nest, you can also put up a pen around ms. broody w/food & water.
I've had two broodies switch nests daily on me, but both were broody with a similar amount of eggs, so it was fine. I also have other hens ADD eggs, if I don't spot those early enough, I bring them into the house to incubate them, since they will die after the original eggs start to hatch and momma leaves the nest on day 2-3.
 
I had that happen at the first of them being broody, I just kept moving the intruder out and putting 1st broody back in. or you can move broody to her own quiet place. I also mark the eggs 1,2,3 etc that way you know who the first ones are. And can remove the ones being laid daily

i think the mean hen might be broody but i'm not 100% sure.. we moved the broody hens eggs yesterday and when we checked on her five minutes later she was back in the original box sitting on no eggs so we had to move them back.. if both are broody we will probably move the eggs again. i hate moving these eggs constantly but we hope this should work.. any advice? i appriciate the previous comment..
