I have a sweet RIR hen that is desperately wanting to set some eggs. My Roos are about 4 months old and have yet to show any desire or ability to "do" the girls.

Maybe get some hatching eggs and put beneath her ?

Yes if you want her to hatch chicks---if not break her so she does not waste her time and health.
 
You can order eggs, or if you know someone locally that also has chickens get eggs there. However, this is the fun part of chicken math, make sure you make a plan for what you will do with the extra roosters, and measure your set up, one can cheat in the summer, chicks are small, and the days are long, but come fall, they will be big, and they spend most of the 24 hours in the coop. If you add, you have to subtract or build more coop.
