Brown leghorn Pullet?

This chick was out of a bin with no name. I’m guessing it’s a brown leghorn pullet? It’s about 20 weeks old, but hasn’t started laying and doesn’t squat yet either. Looking for feedback on breed and gender.

Pullet!! I would also say brown leghorn because it looks like mine!

Mine is breed to have a rose comb though! Peaches-
