i’m not sure if this is an infection or not… what can i do? he has access to a deep pool of fresh water everyday!

Try rinsing with a saline rinse for eyes
https://www.medicalnewstoday.com/articles/323842 maybe an irritation. If rinsing doesn’t help then Terramycin eye ointment is next.
