bubbles/foam in one eye, not swolen. I do have one hen who is quite the bully

Foam or bubbles in the eye sometimes are a first symptom of a respiratory disease mycoplasma (MG.) But an irritated eye or pecked ey could also cause it. I would clean her eye discharge, and apply some Vetericyn eye wash or eye gel, or some Terramycin eye ointment, or just saline contact lens drops. Watch for nasal drainage, swelling of the eyelid or pus in the eye, sneezing, gasping, or labored breathing. I have a hen with feathers around her face that sometimes gets bubbles in her eyes on very cold mornings, but they clear up during the day. Hers seems to be from irritation and cold.
