buff orphington is alot smaller then siblings

I hatched a few eggs and I have a buff orphington that is alot smaller then siblings has anyone elce had this happen they are 4 weeks old.

Yes. Out of 13 pullets in a mixed flock, the BO was the smallest and still is at 20 weeks. They were from MPC.
