Buff Orpington combs and wattles question

I have a question about my buff orpington girls. Both are exactly the same age - just a few days shy of 23 weeks. One has a big comb and wattles, the other a flat comb and no wattles. All my other hens (barred rocks and my Australorp) with the exception of my Easter Egger have big combs and wattles. Is this just a maturity thing?

Small combed one looks like it has a pea comb(hard to be sure with the angle of the pic) which means it's not an Orp...might be a mix.

Full body side shots of both birds would help determine what they are.
