Buff Orpington- Hen or Roo?

I have two - age is 20-21 weeks, neither are laying but one exhibits rooster tendencies- flaring of neck feathers, running and chest bumping other hens. Neither are friendly and my 9 other Hens different breeds are very friendly- see pics

Pullets... when they all begin to mature to laying age, they get bossy with each other creating their pecking order. Beautiful Buff Orpingtons!
