I know mine isn't. But I only have one, and I can't speak for anyone else. It could vary from duck to duck. The quietest ducks I have are my two female mallards and my female cayuga.

I have four Buffs, and as long as they're happy, they're pretty quiet.

They can be noisy if the food pan is empty, or they are ready to go in for the night and they don't think I am moving quickly enough.
