Both are the same area, but one is 8" high and one is 10" high. The critters love them. I discovered that one was unplugged, but some ducks sleep under it, and other slept on top, while others slept under and on the one that was plugged in. Increases area in the brooder area and give each choices. Clearly there is no one perfect temp for every bird. I have 42 ducks in a single bay, all choosing their own spaces.
 
I use something similar, I use a “thermopeep” aka small animal heating pad for about $30. Extremely safe and not a fire hazard like those heating lamps. You can make a wooden hut (2x4 and plywood) to help contain heat if its real cold, but here in Cali its not necessary. Set it and forget it!
