Bully Broody hen

Hello, I have a small group ( 4 hens) all around 7 months and laying, until recently one turned broody. The broody hen I'm sure is sitting on any egg hatched, I collect daily and force her out of the coup with the others daily. Today she was sitting on top of another hen, who was sitting on a egg, basically looking like she was trapping the hen under her. I think the others are not laying now due to this, how can I help this situation? Thankyou for any tips!
