I'm mostly confused now because the bullying isn't consistent.

If the bullying isn't consistent or severe, maybe just let them work it out.
So they are fine when free ranging, but aggressive when confined to coop and run?
How big is your coop and run, in feet by feet???... pics of it would help too.

Sometimes, it means that something is wrong with the victim. Take a good look at her, sometimes the other birds can sense something. If pulling out the bully does not work, try separating the victim, sometimes that is the bird that needs to go.

Let us know how it goes. I am curious and keen to learn, they always seem so easy to care for one day and then quite confounding the next!!
