I have nine chickens that are 11 weeks old and a mix of many different breeds. My Rhode Island red has definitely stood out as the most aggressive which I had anticipated but she’s picking on my midnight Maran and plucking all her feathers near her tail. The Maran Had some white feathers at the very tips of her wings and I think that was why my RIR was targeting her but now she’s continued to pluck at the down feathers underneath. Is there anything I can do that will deter her from continuing to pluck at this chicken?
I’ve attached pictures that show where her white feathers used to be. Also, should I put anything on her to treat the area she is being pecked?

Normally chickens peck at each other's feathers when they are bored or hungry. I suggest adding some toys and scratch to keep them from getting bored and making sure there food it's filled up. If it gets any worse there are special sprays you can spray on that deter chickens from pecking.
 
Ours are free ranging half of the day and in a chicken tractor the other times unless it’s night time and then they’re in their coop. They have good access to food As I move their chicken tractor every day and provide grower feed for them at the same time. She picks out others but just not as bad as she’s packing in this one. Do you happen to know what the spray is called?

I use "Healthy hen" but I have herd good things about "Rooster booster pick-no-more"

How much room do you have for your nine chickens? I have found that chickens get more aggressive if they don’t have enough room. My black copper Marans is really low in the pecking order and she is always last for the food, but she always has room to get away, so she never gets pecked. When the higher ups, come walking her way she just leaves.

Maybe you could remove that aggressive come for a few days.
