Bullying between hens?

Hi! I have four one year old hens and until this summer they have been getting along pretty swell for the most part. But then in this summer things started to get bad. One of my hens, Kelly(sapphire gem), started bullying another one of my hens, fifi(Rhode island red), relentlessly. Every time fifi comes near her she pecks at her head and fifi squeals. Fifi is now basically bald on her head, completely bald on her butt, and she had small spots all over her body that lack her feathers. She is really timid now and will even get scared and run away when I try to touch her. Because I live in urban St. Paul right by the Mississippi river valley with lots of hawks I cant let them be free range. I recently bought them a run extension(they already have a small-ish sand run) hoping to make things better. I'm going to build it this weekend. Any advice on what else to do? Do I need to give one of my girls up?
 
There are ways to discourage hawks. We have hawks here but our flock free ranges. Free ranging would help. If you can't do that, consider building a bigger run and getting a rooster. Our roosters will often break up scraps between the hens. We have peafowl too and they will do the same thing...break up fights. So guinea fowl might do the same, or geese. Just a suggestion. And, as a bonus....roosters, peafowl, guineas and geese all do a good job of protecting and warning the flock against predators, including hawks
