Bullying turkeys

I have three standard bronze turkeys that are all about 13 weeks old. In a separate container inside their run, I have 6 standard bronze turkeys that are all about 5 weeks old. Whenever I take out one of the younger turkeys one of my older turkeys (a suspected hen) will come over and talk to it. Today for the first time while she was talking to it one of the other older turkeys (a suspected tom) came over, and I don't know if it's because the hen was talking or what, but he started pecking her head and would shake her all over the place. What caused him to do this, this is the first time he's done it?
