Bumblefoot advice please

My chicken has bumblefoot. I pulled two kernels out that were the classic black scab. But now I have been soaking in Epsom salt, using iodine and antibiotic ointment and wrapping the foot every 2-3 days but . Now there is this scab in the picture but it doesn't come off. I can only lift a little edge of it. It just doesn't seem to be going away. And is the dark spot on this foot normal?
