Bumblefoot? Other foot injury??

Hello! I have a small flock of four duck, two pekins and two rouens. They are very healthy and so much fun! Today I noticed one of my pekins limping and bit, and when I picked her up I found this horrible sight. My initial thought was the dreaded bumblefoot. Upon closer inspection the injured area doesn't look like a scab. It is the same texture and hardness as the rest of her foot, isn't warm to the touch and doesn't look like eschar. I later found similar spots on three of my duck's feet. I soaked all three ladies feet with epsom salt, used white iodine, vetericyn and sealed it with liquid bandaid. Even after the soak the spot didn't soften up at all and had no give.

We live in a cold climate and they don't get to swim much in the winter (too much snow). They do walk on the driveway a lot and through crusty snow. I'm wondering if this is definitely bumblefoot or if there are other common foot injuries that would explain this. I love my ducks and will do whatever I can to heal them! Definitely feeling like a bad duck mom over here. Any advice is welcome! Thanks!
