Maybe, maybe not. Is she limping? Sore on that foot? is it hot to the touch? To me it looks like a swollen pad, but I don't see the telltale dark scab/plug that I associate with bumblefoot.
Either way, it would not hurt to soak it in warm water (you can add betadine solution, chlorhexadine or just salt if you want it to disinfect-- but again, I don't see a scab.)
Prepare wrapping stuff in advance. You want some drawing salve (I like Prid) or triple antibiotic ointment. A sterile gauze pad (helps to cut in from each corner, so you can easily get between toes) and thin strips of VetWrap. I usually cut the regular size roll into 3 thinner strips, each one about 10" long. I use three strips per foot I'm wrapping.
Put the ointment or salve on the pad of the foot - generously. Place the gauze pad right over the center of the foot, and start wrapping. I like to start with one end on the leg, then down between two toes, across the bottom, up through other toes, etc. Don't get it super tight, where it cuts off circulation or bothers a toe. do the next strip, then on the third strip be sure to end up wrapping around the leg a couple times, so it's easy to find when you change the bandage. Usually I leave them on for 3-5 days before changing.
When you unbandage, check for any sign of a scab or plug. But if you don't find one, and she's not limping, no need to rewrap.
