Button Quail chick feet problems?

My red breasted female and White male Button Quails hatched three babies about 2 1/2 weeks ago. A few days before I lost the brown one last week, I noticed it was holding it’s right foot up into its wing and didn’t want to walk on it. I assumed it got broken from being stepped on. This morning I look into the cage at the two surviving babies and they both have problems with their right foot as well. One was bleeding, and the other was holding it up and didn’t want to walk on it. It looks discolored too. Any thoughts on what his could be? I clean their cage out frequently so I’m sure it’s not bumblefoot.

Are you sure the parents aren't pecking their toes? I had a quail mama that constantly bit and ripped her babies toes. It got so bad I removed babies from mama. She eventually died and the baby grew up but he lost a toe. It turned black and fell off. All thanks to his mom's obsession with his toes.
