Button quail pipped but not hatched?

Hi all!
I have a button quail in my incubator who pipped around 10 hours ago I believe (day 17), however my humidity dropped really low (like 20%) last night- I'm not sure how as it was 65% before I went to bed, its a cheap incubator and I've had this problem a few times this hatch.
Anyway I am very worried that the membrane has dried out and the chick won't be able to hatch. The membrane was brown at the site of the pip so I gently peeled the tiniest bit of shell from around it, and the membrane under the rest of the shell appears to be white and rubbery, and isn't attached to the shell? Should I intervene or will the chick be able to hatch on its own? He's still alive as I can hear him peeping.

Check the membrane covering the chick. If it is bloodless you may assist by breaking away the round end; much the same as aa chick would do when zipping. Do not remove the chick from the shell completely. It is important that the chick wiggle free on its own. Then you can be assured that it is not hatching too early and the yolk sack will be completely absorbed.

The membrane has no veins and is pretty dry- I’ve made the hole bigger but also just noticed he’s pipping at the small end of the egg, should I just go ahead and remove the whole top or see if he breaks it himself?

The chick is backwards in the egg. Carefully remove the end where the chick is pipping and, if bloodless, the membrane covering the chick. Remember, do not remove the chick completely.

These buttons are now 6 weeks old and look like adults.
