Have you tried craigslist? I know the ny metro area down to philly is kinda sparse for quail ads, but I’ve seen buttons advertised on occasion. Check the farm and garden or whatever section has livestock sales, as well as the pets area.

I would check your local craigslist. Do you already have at least one button quail? They don't do well by themselves. You should have at least two. If you have more than two, try to make sure that they're pairs. Button quail mate in pairs, unlike coturnix quail.
