Nope they dont all breed true unless you're talking Double Factor. Double factor means they produce what they are. So a blue faced double factor produces a blue face (unsure if they produce a double factor as well but possibly).

Double Factor Blue faces (both male and female) have a white bib looking area. But neither male or female have the defined bib of a normal button quail male. A single factor blue face has NO bib (the males dont even).

ShelleyD has a double factor male sohopefully she can post a picture of hers for ya

Single
factor blue faced chick (black chick with no white): http://www.zebrafinch.com/NewButtonquail/NewPicts/BlueFace_chick.JPG a double factor chick would be black with a white/yellow fuzz area on throat.

Some colors will breed true depending on their genetic background. Since most breeders collony breed this means each bird can be holding SEVERAL different colors under it's phenotype (visual color).

Now, if you finda breeder who's been selectively breeding thier birds for years, you may be lucky enough to be told what colors you can expect. Dominant colors can produce the color you're looking for, recessive colors you may have to more selectively breed to get. Button quails are colorful, so you'll get an assortment in no time!

This is a way better picture of blue faced chicks, if you notice the chick looking away on the right side is a double factor (note the white throat area):
