PLEASE HELP URGENT SICK QUAIL

He's definitely sick. Separating him and putting him in a warm, dim place is the first thing to do.

Do you have any Nutri-Drench? If so, see if you can mix it with a bit of water and get him to drink a bit. Boil and egg and crush up the yolk and see if he will eat that.

Are any of your other birds showing any symptoms or odd behaviours at all?
Do quail usually survive their sickness..? When treated?

I put him inside his old home but my parents refuse to let me bring him inside he's outside I gave him a heat lamp food and water he seems extremely weak but he can move I tried to pet him and he did a weak jump forward

It really depends on what's wrong. Without testing, it's hard to say if it's injury, disease, or the quail equivalent of a cold. I will say that for a quail to show its illness that much, it's feeling really bad.

From the looks of him, I suspect illness rather than injury.

Can you cover his enclosure with a blanket or something? That will keep it dim and help keep him warm.
