You can probably find them on your local craigslist, facebook or maybe someone at a local feedstore has a contact. People sell hatching eggs for them on facebook and craigslist as well

You'd just have to look around san diego for instance.
Like me I live in Moreno Valley,CA and sell baby quails for extra $$.
But I also have people coming to me from boron and the high desert for some baby quail
