More likely closer to the top one...because the phrase refers to being wealthy enough to eat the best meat on the hog!

Well, I allowed myself the privilege of taking the phrase “high on the hog” out of context after simply looking at that picture. Her “breastices” surely are sittin’ up purdy high...even though that picture has absolutely nothing to do with the saying’s origin.
