Looks like an advertisement for La Victoria to me. Not a fan of that sauce, but the platter is awesome.

Apparently it's the creation of someone called Sandy, "lover of food, family, cooking, THE BIG BOARD, travel, and bringing people together."

Here is her web page with instructions, for those interested. It looks like she sells the boards but not the hot sauce.
