Anybody having any issues with Cackle Hatchery this year?

We ordered 25 Old English Game Bantams on Jan 1 (the 1st day they open up ordering) with a delivery of Feb 20th. 12 out of 27 chicks died. We called them up and they said they have a policy that if 15 or more die you can get a re-shipment otherwise you can get a refund on your credit card or credit towards more chicks. So we ordered 25 more chicks with the credit so we paid for about half.

I had to take a day off work to pick up this 2nd batch which was supposed to be at the post office tomorrow. They ship on Wednesdays and I didn't get any kind of shipping notice or anything yesterday (Wednesday). I get a call just now saying that I won't be receiving any birds tomorrow due to "they just aren't hatching." I was asked if I would like to push my order to where I would receive them March 25th, today is the 5th. I decided to do that but now the 15 chicks I have left from the initial order of 25 will be a whole 5 weeks older than the ones that are going to be the replacements for all of the dead ones.

Just wanted to see if anybody else had any similar experiences

Unfortunately, this sort of issue is not that uncommon - poor hatch rates happen as does shipping stress, particularly when ordering for shipment during the peak of the cold season. While unfortunate, I really can't "fault" the hatchery at all for either outcome you have encountered.
