call ducklings soaked help!!!

i have 4 call ducklings hatched on 4/21/11. they are getting soaked by their watarer. so we switched to a quail waterer, STILL SOAKING THEMSELVES!!!

! i read that call ducklings should never get wet. and if they do, they get nemonia is that true? also at what age can they start swimming? i have one grey call drake now and hes 2 years old and still DOSEN'T swim. is that normal? i dont know what his problem is but he flips out every time i try to teach him how to swim!!
