Call ducks

Hi , I've hatched 1 call duck some 9 weeks ago, he ,She has nearly all feathers, but only whistles never a quack, would you think it's a duck ? Can anyone help please ?

Thanku , I did think it was a drake , I had never incubated call ducks, and had a real problem with the hatch, William duck I call him, was the only one out of 6 that pipped , zipped then was stook in the egg, his wing was over the top of his head, and he couldn't push his way out , we eventually freed him , and he was weak and frail, and only having one duckling as the others died in the shell, it has not been ideal rearing 1 duck I have now hatched some Welsh harliquins and hopefully will put them in with William duck.
