the turner by its self would cost you between 35 to 45 , if the previous owner has hatched eggs in it before , they probably didn't mess with the temp setting from last time ,, plug it in close it up and watch the thermometer and see what it does .
there should be a channel under the wire that covers the bottom the water goes there . Try it you'll like it .

I think I need to clean it also

put as much water as it will hold but you don't need any until you see if it will obtain the correct temp .try it dry without eggs to test it .

i would say you got a good bator there if it work the one im using cost £38 and that has no turner its a simple one my friends ten year old son lent me let us know how you get on

This is a still air model, which requires temps about 101 F measured at the top of the eggs.

As for water, does it have a plastic liner tray in the bottom? If so, there are spaces in there and you put so much water in each trough. You should be able to get the manual at the GQF site. Let me go look for you.

eta - not sure if yours is a GQF or Little Giant model, but here are the thermal bator instructions from GQF. https://www.gqfmfg.com/pdf/Thermal Hova-Bator instructions.pdf
