Can 16 week old pullets eat layer feed?

I have 4 16 week old white leghorn pullets that I’m trying to integrate with the rest of my flock. I had them in a dog crate inside the coop, but they’ve gotten a bit too big for it recently.
For the rest of the flock, I’ve just been feeding them layer feed, (rooster included) but if the pullets are with the rest of the flock, and are eating layer food, is that bad?
 
Probably not....but IMO it's much simpler in the long run to feed an all flock feed with oyster shell on the side for the active layers.
I tried doing this until we noticed that there was a lot of oyster shell in our all girl coop( had to seperate these girls from the aggressive roosters) and very little in the main coop at the end of the day.
We watched , sort of, while working on the barn after putting down a good handful of shell in the tray and found a rooster stepping into the tray and scratching it out , then scratching around until most of it was buried.
Reset the “experiment “ and when the ladies came up to peck at the shell another rooster did the same thing. Guessing they tried it and decided it wasn’t good food for the ladies so got rid of it.
Or they are just jerks…
