Can a broody fantail pigeon incubate and raise quail?

Hi all. I have a garden fantail pair and they are broody. But there is no eggs under her. What eggs can you put under her? I wil like quail but i also wil like that she raise the yonge.

She might be able to incubate quail eggs but not be able to brood them. Pigeons have a totally different way of brooding their young, nothing like brooding quail chicks.
