Below is a serama bantam with her newly hatched chicks; Japanese quail.

I did put a couple white dummy eggs with the speckled quail eggs to help fool the hen.

I've heard they can transmit diseases, but like @nchls school said it's possible. Having a hen incubate the eggs and then brooding them indoors or seperated from the hen is probably the safest.
 
The serama hen and quail chicks were kept separate and indoors. Japanese quail grow fast; by the time they were two weeks old they were self-sufficient. I once had a Japanese quail hen (one the bantam raised) brood and raised her chicks twice. Both times she left the chicks at 10 days of age.
