Can a chicken win championship row if it's the only one of its breed?

I'll answer as an APA judge with about 50 years of showing experience: there is absolutely no reason why a bird in a class of one would not be considered for show champion if the bird was worthy of consideration.
There is also no show rule requiring a minimum of 15 birds in the class in order for a bird from that class to be considered for show champion. Blackred answered this correctly.
There are times when a judge might not go back to look at all the Best of Breeds to pick a class champion if s/he remembers full well that a particulaer B-o-B isn't worthy of further consideration. That's likely what happened with the Blue Giants. They were admitted to the Standard but I've never seen one that would compete with a good Rock or Wyandotte or a good Black Giant for that matter.
