can a female coturnix quail live in a large cage with a female dove ?

Both hens are docile towards other species, but the dove much more so. With a large cage this should be doable as long as the dove can fly away to safety. But how large is large? Could the dove get to safety if necessary.

yes she has an area that she likes to perch on and the cage is 30 inches long 20 inches tall and 19 inches wide

Whenever more than one bird is in a cage there is a possibility that one will attack the other. This is true whether they are the same specie or not. Watch carefully. I have seen doves attacked and they just sat there not knowing what to do when the attacker was a different specie. Doves will be vicious with other doves, but not so when the specie attacking is dissimilar. I have had doves get plucked naked by smaller finches that were looking for nesting material. I have found doves slaughtered by birds that I though would be safe to house with doves. Quail are usually docile with other species, but... It is always best to house different species in different cages so if you decide on trying them in one cage be observant.

Each one can eat the other's food with no problem. Sharing the same food does pose a nutrition problem. Since quail are ground dwellers put the dove's food dish higher in the cage. Quail should have a game bird mash. The dove may do better eating some of that mash too.
