can a leghorn fly a 6ft fence if wings r clipped?

i know leghorns are flighty....as are most white egg layers are i'm guessing......but i was wondering, if i clipped a leghorns wing, could it still be a flyer?

With clipped wings it shouldn't be able to fly. And you only have to clip one wing to keep them grounded. They should still be able to flap/jump to a 3 ft. roost but definatly not over a 6" fence
