I think there is the possibility that he could be infertile or if he is truely low man on the totem pole, he could get seriously flogged for breeding a hen and knows better.​

He's just a late bloomer. Try seperating him with 1 special hen and see how he behaves.Maybe the other roos intimidate him. And you guys are so wrong.
