Can a silkie keep chicks warm in 30°F weather?

I have a silkie on 4 chicks right now. She had been broody since her last group of chicks grew up. We were having to force her out of the nest box serval times a day. We ended up just giving her chicks because we needed her to eat. Winter does not usually come around here till way after Halloween. It’s getting cold out, in the low 30s.
I have a shed out near the coop, I could run an extension cord out there and put hen and chicks under a heat lamp.... the silkie can hardly make it through winter on her own. Serval time we have had to bring her inside for a few days but I don’t want to bring her and her chicks inside because the dog frightens her way to much.
Any suggestions?
 
Ok. So I got worried and just put them in the shed under a heat lamp. But now my silkie’s older chick Griffin is all tucked up and refuses to do anything. Her crop is almost empty.
She is very sweet and took care of 2 chicks a month younger than her until we put all of them out with the silkie. She has never left the silkie’s side longer than one night. I don’t know what to do. It seems to cold for the silkie and her week old chicks but Griffin seems depressed. All of our other hens are in pairs and are always together. She won’t pay any attiontion to the bossy hen when she tries to peck her. She was fine until she could not get to her mamma.

Move her back with the mom.
 
Well I tried. Griffin walked over to her momma and looked at the chicks. Griffin started chirping and ate a little food then walked back to her momma, HayHay. HayHay full out attacked her. Griffin tried again but got attacked again with out going near the chicks. I put her back out in the run with the other older chickens and she walked over to the corner and fluffed up and tucked her head in.
