Can any one initiate a contest?

I would like to do a contest and have the winner get something that I make (I knit) But I am not sure if I can start a contest... does a moderator have to start it? do I make up the rules my self? any help would rock!

If our wonderful members want to have their own contests that help and engage the community in fun then we don't have any problems with it.

Please just be clear on the rules and follow up on the end of the contest and any prizes.
