That is a pea comb--or at least a variation thereof.
I think you mean pox, and while it could be that, I am guessing that it it more likely from sparring with another roo. Notice that all the spots are on the comb, none on the face or wattles?
I believe the cornish ID was cornish cross--and I haven't ever seen the males, so I couldn't say--it certainly does not look like a pure cornish. I don't think it looks hefty enough for a rock. Except for the comb & earlobes I'd say leghorn-ish.

Have no idea what the roo is, but I wouldn't worry about the black spots unless they start appearing in other places than the comb. To me they just look like he's been having a disagreement with your other birds.
