Can anyone let me know if this is a pullet or rooster?

We are finding that we have more roosters then we had thought =(

I when I had a silkie rooster on the other side of the fence, this one had its neck feathers all flared up. Wondering now if this could be a minster
 
Flaring of the Cackles doesn't always mean rooster, my eldest hen would do that. How old and how red is the little one's comb and wattle?
My husband said the comb is orange and don't have a wattle yet?

I am hoping its a pullet and maybe she just don't like that one silkie rooster, not sure since they have been in the same pen since they were 3 weeks old and they are not about 4 months old
 
At four months old, you would definitely know if you had a rooster.
That's an EE and most EEs don't have wattles, its a genetic thing. Roos will have large wrinkled pea combs, not tiny ones like hers.
I hope she lays you a pretty blue egg :) Mine waited until about 24 weeks to start laying though, so you have a little bit to wait yet.
