Can anyone tell me what kind of rooster I have

Saw the other , better picture. He's a mutt or cross-breed if you'd prefer. Absolutely not a Partridge Wyandotte, certainly not a Game of any sort & also not a Cornish.

An older gentleman down the road gives me chicks all the time. I'm sure this is a rooster because he crows and tries to mount the buff colored one in the pic withhim. He's got these weird little feathers that grow from the outside of his legs. Any information would be useful. I'm looking for a home for him but I'm still curious as to what he is
