Looks like a splash cochin to me.

The breed is a bantam cochin, and it's a rooster. I'm not sure from the picture if he's a poorly colored blue, or would be considered a splash. Probably too much color for a splash, he's be called blue I'll bet. He's sure pretty!

A way to tell how old he is?

Just aguess but you can try taking a look at his spurs. Maybe take a pic. If the spurs are very small he is under or close to a year. Longer and pointier he would be maybe 2years+. I don't know if anyone else has any other way to determine age.

Probably at least a year. After that it really gets tricky telling how old they are. Spurs can help, but they can also not grow much for spurs or they cold have been removed.
