Those little filter thingies are called lamellae and yes, I'd agree, they look like they have overgrown and become mis-shapen. Those lamellae are extremely sensitive as they help the duck to 'feel' what is in its bill and determine what and when to filter. If is not interfering with the duck eating, I would leave well alone. If it is interfering, any remedial action will likely require anaesthesia of some kind xxx
