can ducks get west nile?

I agree with Amiga. I haven't heard of any ducks getting west Nile (doesn't mean they can't), but botulism is more likely and much more common in ducks, especially in summer or warmer weather.
 
Symptoms are very unlikely to be niacin deficiency.

If you suspect West Nile and want to attempt to nurse back to health, the bird must be confined in mosquito-proof housing. Be extremely careful, because West Nile is one of the few diseases that can pass from animals to humans. It is a very serious disease in humans and can cause death or permanent disability.

It is not anything to fool around with.

It sounds like botulism to me, but if you suspect West Nile, call your health department and let them come and get the bird and test it.
