Can I Just Keep One Chicken to Raise?

You could ignore the law? I enjoy flouting silly rules.
That's what I've done. It depends on the enforcement in the area, the neighbors and how under the radar you can fly. We have some contradictory rules here - zoning says I can only have 6 chickens, if I have a roo and neighbor's complain, I have to get rid of it. Feed store says I have to buy a minimum of 5 chicks at a time, though I recently found out that I can actually just get 4 (perhaps fewer) if I go in and just act like that's what's right, saying I have older/other ones at home.

I'm generally a rule follower, speeding rules not included, but I will break these zoning rules - not by dozens of chickens, but by 4-6, depending on the circumstances. I also don't have neighbors who will complain. If I did, it may be a different analysis.

To the OP: I don't think it's good raising a single chick. I think it would be very lonely for the chick. I think the option of raising others along with it and then selling pullets would be best.

I agree it depends on how strict your city us. We are legally only allowed to have 4. I have 18. My hens arent loud and my neighbors dont complain. We have a 6.5 ft fence so nobody sees. 🤷‍♀️
