Can i make an animated avatar with only these programs? If so, HOW?

The only program I can use to make an animated user avatar is Paint. Help! Does anybody know how to animate on Paint??? I have no animation software so i really do need help.

I didn't know you could animate in Paint. I use to use Paint Shop Pro for animations.
