Can I shoot all these cats?

It sounds like between the coyotes, the foxes and the farmers, you should not have to worry about either cats or chickens. If your chickens are roaming wild and free, the coyotes and foxes will dispatch with them much more readily than the cats who are much harder to catch. Why any chicken owner would wish for more foxes and coyotes is, nonetheless, beyond my understanding.

I'd call your local animal control and talk to them. If they won't trap the cats they can at least tell you if you can legally shoot them or not.
 
I live in the a rural area and we have all kinds of critters out in the woods so I keep my girls in a pin during the day and just before dark they are looked up in the coop and a little after sunrise I go out and let them out in there pin. I believe that its my responsibility to do my best to protect my flock from harm 1st and foremost. In my view if you let your flock run free your no better than the people how let the there dogs and cats run free. Dogs and cats will kill your birds as will many other animal in the how live in the woods and we can't control them completely just by trapping or shooting them. Just like we put up a fence to keep deer out of the garden put up fence to keep out predators. It may not be 100% protection but its better than letting run lose and killed. And by the way chickens can be predators as well maybe not to other animals but can do a lot of damage to yours or your neighbours gardens.

Our animal control will pick up and dispose of feral cats that I trap. They have limited traps so it's best to do your own trapping.
